The amendment of sub-section (1) of section 10 of the principal Ordinance is also consequential.

(6) and (7) of that section are repealed because the matters dealt with in them are such as are usually dealt with by

regulation.

Though the penalty in section 13 of the principal ordi- nance is taken from 29 and 30 vict. c.69, 8.3, it seems too high. No serious case under this section can be traced The penalty is therefore reduced by section 5 to $500 or 6 months, and by section 7 jurisdiction is given to one magistrate. There are many more serious offences in which a single magistrate has jurisdiction.

Section 16 of the principal Ordinance is repealed because the matters dealt with in the section can more conveniently be dealt with in the regulations.

If time had allowed the whole of the principal Ordinance would have been redrafted.

9. In my opinion this is an Ordinance to which Hie Excel-

lency the officer Administering the Government may properly

assent in the name of His Majesty and on His behalf.
